Police identified Angie Torres, 45, as the woman seen in the surveillance video walking across a parking lot, getting into a car and driving away with the child. Christopher Davila, the baby's father, left the vehicle unlocked while making a purchase inside a convenience store on Friday night and said the woman stole the car with King Jay in the backseat.
"This was not a car theft. This was not a kidnapping," Chief William McManus said during a press conference Monday night. "This was a staged event."
McManus said Torres, Christopher Davila's cousin, was a suspect in the case. She was arrested on an unrelated robbery charge. Police said a Dollar General employee saw Torres putting a pack of razors in her purse and confronted her. When Torres was taken into custody, a detective recognized her as the woman in the surveillance footage.

If individuals with information don't come forward, they may be charged once the investigation is complete, he aded.
"Even if you are not directly involved in this, if you are withholding information, if you have lied to the police, then we will charge you at the conclusion of this investigation," McManus said.
Though police have identified the woman and arrested her, little progress has been made in the case. McManus said that the baby's mother, Jasmine Gonzales, is now cooperating with police after initially being at odds.
At this time, King Jay is still missing though the investigation is ongoing.
