Bexar County Commissioners Court on Tuesday morning accepted a recommendation to restructure its economic development wing by placing it directly under the county manager, like all other county departments.
Bexar County Economic Development Department Executive Director David Marquez will now administratively report to Bexar County Manager David Smith.
Robert McKinley, the associate vice president at the University of Texas at San Antonio Institute for Economic Development, recommended the change, as well as several others affecting the Bexar County Economic Development Department's operations and strategy.
“The purpose of the study was to evaluate the effectiveness of the department and its strategy in working for the county,” McKinley told the commission.
Recommendations accepted by the commission included adopting a moderate approach in its mission, providing more oversight of the BCEDD, adopting metrics and measurements for employee performance, adopting goals, revising its approach to international marketing, developing quarterly reports, and adopting an advisory board.
“This is the next generation of Bexar County economic development,” McKinley said.
Bexar County Judge Nelson W. Wolff agreed with McKinley’s recommendation for a moderate approach. McKinley told the commission the moderate approach was more cost effective and would reduce overlap with the San Antonio Economic Development Foundation.
Judge Wolff noted that the restructuring would provide vision, a work plan, goals, metrics and work responsibilities.
Precinct 3 Commissioner Kevin Wolff, who is the BCEDD liaison, said the suggestions were outstanding and he hoped the BCEDD would reformulate itself and become a model for other economic development entities.
“We took some good steps in that direction, but I think we can take some better steps now. This puts on the right path,” he said.
