"Discussions are still going on with the Raiders," Cisneros said. "They have discussed with us that their situation is very dire."
At stake are the fate of the Raiders, as well as the San Diego Chargers and the St. Louis Rams. All three are said to be interested in moving to Los Angeles, and in fact, have begun work on new stadiums in L.A. But the NFL has said while it is interested in two teams on Los Angeles, there is no room for three.
The owners will be discussing the direction of projects of all three franchises, and Cisneros says the Raiders may turn out to be the odd man out, and if that is the case, San Antonio remains an option.
"The only thing I can say is, we continue to believe with good reason that San Antonio is very much one of the options for them," he said.
